Military installations and surrounding communities must work together to effectively address and mitigate issues that may affect the community's ability to grow and/or the installation's ability to conduct operations and training. State and local government officials, private citizens, and installation representatives should understand each other's priorities, needs, and planning processes to assess how respective planning decisions can affect other parties.
