Since 1985, the
Department of Defense Office of Local Defense Community Cooperation (OLDCC), formerly known as the Office of Economic Adjustment, has administered a community planning program that includes technical and financial assistance, helping state and local governments promote compatible community development in support of continued military operations. This program, formally known as the Compatible Use Program, now called the
Installation Resilience Program, supports the analysis, planning, and implementation actions necessary to foster, protect, and enhance military installation sustainability. The program recently expanded to support both Compatible Use Studies, formerly known as Joint Land Use Studies (JLUS), and Military Installation Resilience Review projects to ensure that a community, in partnership with the military installation, can respond to compatibility challenges. These now include natural and man-made vulnerabilities or threats that may adversely impact the viability of the installation and mission, as well as the livability of the host community.
